Course Goal / Objective

The aim of this course is to provide students with the ability to analyse the emergence, development, service area and financial structure of local governments in Turkey and in the world and to make necessary comparisons.

Course Content

The emergence of local governments in Turkey, local governments in the Ottoman period, local governments in the Republican period, local governments in the constitutions, municipalities, special provincial administrations and village administrations, local government unions, Iller Bank will be discussed, local government models applied in the world will be examined and the models applied in Turkey will be compared. As a result of the comparisons, the most effective practices are discussed and the basic elements of an ideal local government model are tried to be determined.
