Course Goal / Objective
This course aims to examine the legal regulations emerging alongside the development of the digital economy and information society from the perspectives of both Turkish and European Union law. It is designed to equip participants with the ability to interpret and critically evaluate current developments in this field. Topics covered include e-commerce, platform law, personal data protection, artificial intelligence regulations, and digital sustainability. The course ultimately seeks to enable students to develop legal solutions to the challenges encountered during the digital transformation process.
Course Content
The course begins with the fundamental concepts of the digital economy and the information society, addressing the impact of digital transformation on law and the role of information technology law. It explores the legal infrastructure of e-commerce, practical applications under Turkish law, and the legal status of platform-based economies. Current topics such as artificial intelligence regulations (particularly the EU AI Act), digital consumer rights, personal data protection (KVKK and GDPR), and commercial electronic communications are discussed. Additionally, issues such as sustainability in the digital economy, Green Deal implementations, and recent developments in competition law are analyzed. The course concludes with an evaluation of current legal developments focused on the digital economy in both Turkey and the European Union.
