Course Goal / Objective
The course considers a range of modes of policy-making, from classic intergovernmental cooperation to novel forms of governance beyond the state such as transgovernmental networks, multistakeholder initiatives, and regulation by non-state actors. .The course examines the process and outcomes of policy-making at the global level.
Course Content
In this course, the concepts of “global”, ‘public’ and “policy” will be explained and the existence, scope and meaning of the concept of global public policy will be discussed. The target audience of global public policy, the interest groups that are effective in shaping these policies and how these structures interact will be discussed. The main institutions and actors of global public policy will be introduced and their roles in international decision-making processes will be evaluated. In the rest of the course, the effects of fiscal policies on economic growth in the world economy will be analyzed; government spending trends and budget deficits will be examined in the light of recent global economic developments. In addition, the differences in international taxation regimes and the effects of these differences on national economies and global capital flows will be evaluated. The course will take a holistic approach to the relationship between the world economy and economic growth; the practical implications of global public policies will be analyzed through selected case studies and country practices.
