Course Goal / Objective
This course aims to examine the fundamental principles of social policy within the framework of public finance and to evaluate the economic and social impacts of public social expenditures. Special emphasis will be placed on contemporary social issues such as migration, unemployment, poverty, and ageing, and how these are addressed through social policies from a fiscal perspective.
Course Content
This course examines the fundamental principles of social policy and models of the welfare state from the perspective of public finance. It addresses the fiscal impact of social expenditures, the financial sustainability of social security systems, and the funding mechanisms of social assistance programs. Contemporary social challenges such as migration, ageing, unemployment, and poverty are analyzed in terms of their fiscal implications. Case studies and policy practices in Turkey are explored to understand how social policy instruments are implemented within the public budget framework.
