Course Goal / Objective
Explaining the concept and limits of law enforcement's preliminary investigation Explaining the preventive measures included in the PVSK and their scope Explaining the preventive measures not included in the PVSK and their scope Determining the nature of preventive measures in detail in the light of the decisions of the Court of Cassation, the Constitutional Court and the European Court of Human Rights
Course Content
The administrative duties of the police in the form of preventing danger and supporting executive activities within the borders of the country and the judicial duties related to clarifying the crimes that occur are inseparable parts of a whole. In fact, these duties of the police, which concern many separate branches of law such as Administrative Law, Constitutional Law, Criminal and Criminal Procedure Law, require the consideration of special regulations in terms of the establishment of public order as well as the protection of fundamental rights and freedoms and their legal use. Although these duties and powers specific to the Police Law are generally included in the Administrative Law, the Police Law has become an independent branch of law from other branches of law.
