Course Goal / Objective

The aim of this course is to provide students with knowledge of the main legal issues in the field of information technology, particularly internet and intellectual property rights, unfair competition, internet and criminal law, the responsibility of service providers in these areas, the societal impacts of information technology, privacy, professional codes of conduct, administrative controls, and the concept of digital public service.

Course Content

This course covers digital public service, cyber law enforcement and cybercrime, smart contracts, digital fraud, the advantages and disadvantages of blockchain systems, internet freedom and its limitations, Law No. 5561 and internet access restrictions, e-commerce law, the Personal Data Protection Law (KVKK), the responsibility of internet service providers, the concept of data and the protection of personal data, a comparative study of information law, the European Convention on Cybercrime and the Council of Europe's Digital Evidence Guide, the fundamentals of digital forensics, environments where evidence can be found, digital forensics tools, and case studies related to these topics.
