Course Goal / Objective
Public Choice course aims to analyze the behavior of individuals and groups in public decision-making processes within the framework of economic and rational choice theories. The course enables students to critically evaluate public sector decision-making processes by examining the roles of individual preferences, collective decision-making mechanisms, voting behavior, bureaucracy and interest groups in public policy formation. It also aims to understand the processes of public policy design and implementation through a comparative analysis of market failures and government failures.
Course Content
Public Choice course examines the process of public policy formation and individual and collective decision-making mechanisms from the perspective of economic and rational choice theories. The course covers the basic principles and historical development of public choice theory. Basic concepts such as individuals' rational preferences, collective decision-making processes and Arrow's Impossibility Theorem are discussed in detail. The effects of voting systems, electoral paradoxes and strategic voting behavior on public policies are analyzed. In addition, the role of interest groups, lobbying and rent-seeking behavior in shaping public policies is evaluated. The impact of bureaucracy on public policies and its role in decision-making processes are analyzed. The effectiveness of public policies is questioned by comparing market failures with government failures.
