Course Goal / Objective
The aim of this course is to teach students the fundamental concepts, legislative structure, and application processes of public procurement law, enabling them to acquire the knowledge and analytical skills related to the lawful planning, execution, conclusion, and supervision of public procurements
Course Content
The course content covers the fundamental concepts, scope, and history of public procurement law; procurement principles within the framework of Law No. 4734 on Public Procurement and related legislation; the stages of public procurement processes (preparation, tendering, and finalization); methods of contracting public services to private individuals; and dispute resolution, auditing, administrative appeals, and judicial review processes in public tenders.
