Course Goal / Objective
The course will introduce students to variety of models of local government in different countries and diffrerent sytems. Mile stones of local authorities development will be presented. Legal basis, political and administrative institutions on local level will be explored. Territorial organization, scope of functions, autonomy of finances and institutional setting of local authorities in selected countries will be compared. Issues of local governance will be elaborated.“Comparative Local Governments” has an interdisciplinary nature combining empirical and theoretical approaches on local governments from the fields of political science, public administration and public policy studies. We will analyze of Local politics, decentralisation, local governance and democracy, grassroots democracy movements, locality, participatory administration and reform local governmental systems, local government typologies and inter-governmental relations in political-administrative systems.
Course Content
This course begins by questioning the necessity of local governments and examining their role in relation to central administration. Within the framework of the principle of decentralization, the function and significance of local governments in the provision of public services are discussed. Intergovernmental task and revenue sharing mechanisms are evaluated in terms of fiscal justice and efficiency. The course includes a comparative analysis of the British, French, and Scandinavian models, as well as an examination of local government structures in both federal and unitary states. In the applied section, the local government systems of countries such as Germany, Spain, the United States, Japan, and Switzerland are explored in detail. These studies aim to equip students with the ability to compare different systems, analyze local fiscal structures, and assess global best practices.
