Course Goal / Objective
This course aims to analyze the emerging role of artificial intelligence (AI) technologies in the public sector and evaluate their impact on service delivery, policymaking, financial management, and decision-making processes. It also addresses ethical issues, governance frameworks, and data security while introducing best practices at national and international levels.
Course Content
It covers foundational concepts such as AI, machine learning, big data, and algorithmic decision-making. Applications of AI in areas such as e-government, smart cities, social assistance, health, and education services are examined in depth. The course also investigates how AI influences policymaking, data-driven public finance, and governance issues including ethics, transparency, data security, and accountability. Regulatory frameworks of international organizations (e.g., OECD, EU) are analyzed in comparison with Turkey’s national strategies. Throughout the term, students are expected to conduct case studies and develop project work related to AI applications in the public domain.
